The culprits of this terrible crime (club owners and pyrotechnic firm) who made hundreds of innocent people hostages to their criminal negligence and greed must bear the severe punishment they deserve. And 7 years of imprisonment currently envisaged in the criminal code of Russian Federation for violating fire safety rules is not, in my opinion, sufficient punishment for taking the lives of 118 people (the latest casualty figures).
